David J. Hough is the county administrator of Hennepin County, the largest county in the State of Minnesota, with a population of over 1 million people. In this role, he provides countywide operational oversight including the annual operating and capital budgets which in 2016 total nearly $1.9 billion, makes policy recommendations to the seven-member County Board of Commissioners and leads the organization in carrying out the policies of the County Board. He is assisted in his duties by a deputy administrator and four assistant county administrators who lead the Hennepin County lines of business of Operations, Health, Human Services, Public Works, and Public Safety. David joined Hennepin County in 1982 and served in the Hennepin County Attorney’s Office for twenty-five (25) years.
